With an announcement that mixes generosity with stringent conditions, the United States has committed $2 billion to support UN humanitarian efforts. Yet, this funding was accompanied by a blunt message for the international body: it must "evolve or perish."
A Significant Announcement Amid Broader Funding Cuts
The funding announcement was declared during a time of substantial cuts in US funding for humanitarian operations. Additional reductions are also anticipated from other key donors including Britain and Germany. The official, a senior Trump administration figure, made the statement alongside the United Nations' emergency relief chief.
"These funds will be crucial for saving millions of lives," stated the United Nations' humanitarian chief. Yet, this amount constitutes just a small portion of the United States' traditional spending, which previously totaled around $17 billion in the recent past.
Funding with Specific Conditions
The latest American aid comes with unconditional. It is earmarked for a select group of 17 countries, including Syria, Sudan, and Haiti. Crucially, Yemen and Afghanistan are explicitly left off the list.
The US official justified this by pointing to concerns that in Afghanistan, UN funds had been funneled to militant groups. "The President will not allow any amount of taxpayers' money going to organizations designated as terrorists," he asserted.
Furthermore, the stipulations prohibit funding for projects related to tackling global warming, deemed not "life saving" and against "American interests."

Issuing a direct warning, the US official warned the UN that it must "evolve or become obsolete." He emphasized that the US "piggy bank is not open to those organizations that seek to cling to the old system."
This official, a reported mastermind behind the closure of USAID, pressed for targeted and effective aid with no duplication among projects. The relief coordinator and the wider UN system say they wholehearted support for efficiency and focus, noting that wise spending benefits all, particularly the hundreds of millions people affected by emergencies.
A Politicized Approach to Humanitarian Aid?
Although the UN has gratefully welcomed the new funds, major questions persist regarding if these stipulations compromise principles. The fundamental tenets of humanitarian aid – neutrality, impartiality, and need-based allocation – are challenged by eliminating specific countries or global crises.
The consequences of reduced aid are already visible. There have been closures of maternal health centers in one excluded country and cut food rations for displaced people in Sudan. Globally, a long period of improvement, rates of child deaths are set to rise in the near future.
